Most people drive or travel as passengers in cars.

Motor insurance is compulsory.

Both insurers and the PI industry only exist because of those two facts.

It seems pre-eminently a matter for Parliament, representing the public, rather than insurers or lawyers, whether the trade off between insurance premiums and liability for minor injuries should be set somewhere other than where it is set today.
