PS Plus, Paul, I always thought that JR and the old Order 53 were for 'judicial reviews of an ADMINISTRATIVE decision' i e a decision by the administration. HofC is the legislature or the executive, surely. The administration comprises things such as government departments and local authorities in their administration of the laws passed by the legislature, not the legislature itself.

For me, the ultimate irony is that the PM could decide to declare war on all other 27 EU member states without more ado. Perhaps that is just what she should do and we would be kicked out of EU, no Art. 50, no two years, no appeal to SC, no appeal to ECJ, no parliamentary debate. Go on, Theresa, just show 'em who's in charge here. Mrs. T. would not have even batted a handbag!
