Insurers don't have exclusive access to the info as you point out, but in my experence I would be amazed if any of the other sectors you mentioned were switched on enough to use it like this. Certainly when I had a gentle rear ender a few years ago it could only have been my insurer who was the instigating factor behind the calls I received because I went straight to the third party to get the matter resolved as expediently as possible and I declined the opportunity presented to claim for a non existent injury.

Re Dominic Cooper: if you aren't aware that there are respectable CMCs out there, your opinion must be judged on your ignorance. Try learning about the practises of First4Lawyers and National Accident Helpline to name but two.
