TLS needs to be recast as a Company Ltd by guarantee and have a proper executive responsible to a board which is in turn responsible to the members.

This isn't difficult, it just takes the political will to do it and with that will it could be in place by the middle of the year.

Of course it won't resonate well within the echo chamber of the council (and the employees who actually be held to account for their decisions) but I suggest it would go down well with the members.

So instead of the above, TLS will pay £50k to employ a consultant to pick the next person from the Quangocrat Merry-go-Round (tm) and have them while away the hours until there's an OBE and/or the next berth becomes vacant.
