Dealing with credit hire abuses and there are some serious abuses would be a positive reform which would save the insurers some £ (but this would not reduce premiums) and the affects to the injured party would be nil.

There's one CHO who claims rates which are c.100% in excess of the ABI GTA rates, provides credit hire of push bikes (I've seen claims around £3k for a scally's push bike worth £15) claims for scooters worth £250 at £25k for a replacement scooter and so on and so on. These claims are an affront to justice and it's time to cut out this cancer to save the patient i.e. the public's access to justice.

I would wager £50 that most defendant lawyers know exactly which hire company and solicitors I'm referring to.
