Don't panic. I have no doubt the reforms will go ahead, but will be considerably watered down. Compulsory BTE insurance? Significant increase in recoverable SCT costs?

Yes, the SCT will 'probably' be increased, this looks like a done deal to me. However, didn't the government consult on this in 2007 only for nothing to happen?

However, the fact that primary legislation is required for changes to the compensation amounts (banning or capping) IMO means it is unlikely to happen. Opposition parties are largely opposed to the changes and the government has a very small majority. If it gets through the commons to the House of Lords (this is maybe a bit cynical) many of them have a vested financial interest in PI income. The Conservatives are also a minority in the Lords meaning any 'extreme' reforms are likely to get push back to the commons.

Furthermore these reforms are well down the MoJs list of priorities. Prison reforms will come first.

I'd be amazed if any reforms are ready before October 2018. If this 'deadline' is missed we are into the Brexit / General election year.
