What was wrong with the old system of unregistered conveyancing? You had a pile of deeds which you took along to your solicitor, or your mortgagee sent them, and he then prepared an abstract of the title, or an epitome. A fraudster would have to reproduce such a pile which would not be easy and an error would soon be spotted by an experienced solicitor. Third party interest could be entered on a register at a place we might call H M Land Charges Registry and locate at some convenient, central spot such as Plymouth....

And why the need for H M Land Registry to be open to the public. Now everyone knows what everyone else paid for his property. Do we really need to know that?
