I think it's a bit naïve to call it wilful blindness. Obstructing justice was either the main plan or a useful side-effect.

The tories do not want employees bringing pesky claims because they involve employers having to pay out, and employers are invariably donors, or potential donors at least.

It's all really very transparent. The tories have made it quite clear that they are not interested in law being enforceable or of use to the little guy, not just in the arena of employment law.
