Because an awful lot of EU legislation is (a) actually quite useful to a lot of people (b) is stuff the UK has thought is in its interests, and (c) creates common standards so the same rights apply across all EU member states' jurisdictions. Simply deciding we don't want to play any more ('hard Brexit') is going to leave a massive gap in legal protections. You only have to see how David Davies responded to questions from the Brexit committee last week to realise that a lot of politicians simply had no idea what our involvement and influence in EU law has done for the country and are now waking up to the realities. It is completely naive to suppose that you could identify what is useful and replace it in as little as two years. The resources to do that do not exist.
