"Baroness Corston declared that ‘the overwhelming majority of women in prison certainly should not be there,’ reflecting on incidents of homelessness, self-harm and loss of children"

If I may ask, what is the basis for that declaration? I'm not sure it follows that homelessness, self-harm or loss of children mean there is a certainty that a criminal should not be in custody.

Is the suggestion that a person with children should somehow not be subject to incarceration? So commit to a life of crime and have a couple of kids because then the coppers can't touch you?

Cut yourself and you should be released? Get evicted and you can't be sent to gaol?

I just don't follow the logic of the statement at all.
