Report comment

Please would Paul Nicholls enlighten me as to the meaning of his comment. Why a "sigh" about a benign report about improving provision for the Welsh language in courts in Wales? The Welsh courts and Welsh law are bi-lingual, so what is regrettable about ensuring the system works better? Not sure why Mr Nicholls thinks that the word "sigh" should be the same in Welsh as in English (or why he should think it a funny comment, if that was his intention). There is a greater chance of it being the same or similar in Breton, Cornish, French or Latin.
