Has anyone actually said that the insurers were being asked to pay twice? If so, I can't see the comment. The issue is simple, there were thousands (not an exaggeration) of cases where insurers paid the £400, case was not pursued, then they interviewed the claimants who said they had not give authority for a claim to be pursued. The cases were referred to the SRA and you will see from previous comments, that there was real frustration that little or no action was taken. The vast majority of firms did not engage in this activity, but a small handful did, in significant volumes. Whilst the CofA appeal was not successful, notably because the cases heard did not exhibit the issues raised above, that doesn't mean that it didn't happen. The insurers (I am not one) were out of pocket to the tune of millions and this is not a conspiracy theory generated by them.
