So, who exactly decides if a case has merit at the "triage" stage? Will it be a "trained case officer" (whatever one of those is)? Will it be an "untrained case officer"? Will it be a judge? Could it be Schroedinger's cat? Or a flip of the coin? Or will it be automated software such as an Amazon Echo or Google Home? ("Ok Google, does this breach of contract claim have merit?")

How is this open and transparent justice?
