‘consider a ban’ on companies cold calling people encouraging them to make ‘false’ PI claims.

"Consider" - well that's just dandy. Why not just do it?

Do they mean they will ban companies from cold calling encouraging them to make false claims, or cold calling to make any claim? Why stick to just false claims, which would be an attempted fraud and therefore illegal anyway.

And isn't cold calling banned anyway?

It's all pretty poor.
