What legal advice would have stopped the tragedy? E.g. they couldn't sustain a disrepair claim about the cladding if the purpose of it was to make the flats warmer and look better. Also, there is no legal requirement to retro-fit sprinklers on old buildings so a claim on that basis wouldn't have gone anywhere either.
