I agree with what Guy says and would go one step further. Fixing costs disincentives committed solicitors who will advance suitable claims in a professional way only after proper scrutiny and who will therefore filter out spurious claims. This will then leave these claims will be dealt with by unqualified case handlers whose firms are buying in claims in bulk from CMC's and whose only interest is in converting that expenditure into fees at any cost.
The answer is, and always has been, ban CMC's!
