I also haven't read all of the consultation document, but from what I can see as one might expect it covers everything except what needs covering: (i) Wills need to be made in front of a solicitor or notary public who checks the ID of the person making the Will.

(ii) Consideration needs to be given as to whether there should be obligatory registration of Wills.

(iii) Consideration needs to be given as to whether there should be obligatory heirs, and, if so, how much they are to get. The 1975 Act is too vague, but the fact that it exists tells you that absolute testamentary freedom neither exists nor is it desirable that it exist.

Some people view signing a Will as akin to signing a death warrant. I have had plenty of people in front of me who have clearly had to find the courage to sign their Will. There are plenty of people who never find the guts to sign a Will, and I'm not sure that there is any solution to that problem.
