OK, lets say there's some evidence already out there to suggest that poor solicitor-advocacy is a thing.
If you take all those that don't meet (or can't be bothered to put themselves through more scrutiny) the criteria who will do the work?
I can't see huge queues of solicitors wanting to do any form of criminal work because its so badly paid.
What will QASA cost? Enough to make it worth the effort? I suspect not.
