Why are the panels necessary?

It seems to me that some builders, plot owners, estate agents and IFA's are overly concerned at the fees to be charged for the buyer's conveyancing and seek to control that.
And if it is not for a kick-back on the promise of volume of work then why do they bother?
Is it just a control thing?
It is the interference in or manipulation of choice that is the issue.
Perhaps more people ought to have training on The Bribery Act and there would be a lot less "concern".

As for other comments that clearly there has been negligence by the conveyancer if someone has acquired leasehold property I doubt it very much. If there is a conveyancer who does not report to their client during the transaction and before exchange on all the issues then they deserve what's coming but I'm not sure I know of any who don't do this. It is more likely that the client ignored the warnings.
