The problem is the definition of 'routine'. Apart from a quick acknowledgment or a short email dashed out in an exchange of correspondence, no email or letter ever takes less than 6 minutes to put together. Unfortunately, one runs the very real risk of being negligent if one spends so little time thinking about what one is about to write.
