Maybe some commenters would prefer the Saudi system (which the Bible asserts but Christianity turned its nose up at) that is, an eye for an eye.
I taught at uni there for 3 years and discovered, when my car was hit by another (not badly; they're sloppy drivers but not fast) that most drivers would be uninsured, because insurance is interpreted as an attempt to avoid the consequences of the will of Allah. However, if a Saudi was hit by a car and, eg, his arm broken, he could insist, on having the driver brought to where the accident occurred, where he could then break his arm. Of course most (not all) people would prefer money and you could imagine the injured person held all the cards as to how much he could demand.
Much simpler and no need for experts.
