James Bowers - exactly right.

Government - you've hurt the quality of the legal system in the UK enough, you really have. Please do not touch it any further. Improve the current workings of the Land Registry for sure, as backlogs, inconsistent approaches , and errors (all from slashing fees by 50% for some odd reason) are symptoms of your last dabble, but don't touch the work that lawyers do.
