The rule about service by electronic means is by no means complex or difficult to understand. It is written in plain English, and I have scant sympathy with someone saying they were ill equipped to understand those provisions.
That said the CPR have become progressively more opaque, and a review of them for everyones benefit would be welcome.
The idea of LiPs having a different set of rules makes as much sense as having an easier Highway Code to enable people who do not have licences to drive.
