yes it is over the top- if you have a wife and daughter you can ask their opinion as well
it is all about context and intent- say you are sharing a room or working with a woman who goes off to have their hair cut at lunch- they come back and you comment nice hair cut- that I would suggest is being nice
if you sidle up to them in the tea room and say your hair is looking nice today I would suggest that is not appropriate
