It's not a question of quantifiable loss. It's a question of a breach of privacy, and it's (still) enshrined in the Human Rights Act. It's a way to let Big Business know that it's not ok to harvest data and encroach on the privacy of end users, irrespective of their wishes, just because it suits.

Whilst I'm not a believer in the GDPR mega-fine scare stories, it is this type of situation that makes processing unfair. The end user hadn't merely refused consent for the placement of those cookies, but in fact, from Google's perspective, said quite the opposite. But in an age of big-data analytics, profiling and automated decision making, checks and balances need to be bolstered. Just because someone in Palo Alto decides that it's ok to ignore the wishes of iPhone users doesn't mean that it's ok to be treated with contempt.
