As one who has reported two councils monitoring officers;, those who are supposed to make sure the councils operate lawfully and legally; to the police I feel sure that this proposal is all smoke and mirrors. The police refuse to take action, "because they do not think it appropriate to prosecute in this case". I then get served a harassment notice by the police. I immediately repeated the harassment knowing that if they took me to court they would prove that they had committed the crime.
