Morning Michael - yes, the Kaiser was initially reluctant to approve wholesale bombing of London, but under increasing pressure in May 1915 he approved bombing east of a line drawn through the Tower of London. However, pressure was maintained on the Kaiser until he finally relented and approved unrestricted bombing of London in July 1915 - although he still asked that his airships should try to avoid the Royal palaces.
