On the basis of 'No representation without taxation', I see no reason why if prisoners are to be given the right to vote, they should not lose their exemption from paying Council Tax. Proof of paying Council tax at the second lowest band must be produced before a voting paper is issued.

Prisoners should be registered in the voting district where they last lived, and were registered on the voters list, similarly to the military overseas on a posting. If a prisoner was not registered to vote anywhere before sentencing, the prisoner should not be allowed a 'Prisoner Vote'

They obviously must have a postal vote, the form for which must be completed before they hand the it to a prison officer.
