What about cases in which a trainee's progress towards competence to practice is faltering but improving, and the prospective employer finds it too tough to call? I have seen this happen. She was green-lit at the eleventh hour and has gone on to have an excellent career. I strongly suspect that if the decision was taken three months previously, it would have been very much to her detriment.
