Executive, committee and cabinet all have the same meaning.
Here in Gloucestershire two projects costing the council tax payers over £50 million were decided by a committee. When I objected to the monitoring officer, who has a statutory duty to ensure that the council acts within the law. she arranged for the police to serve a harassment notice on me. I immediately repeated the harassment and sent a copy to the police who dare not carry out their threat to prosecute me because to do so would show that they commit crime.
