I agree with Ian Newberry. I would add that, unlike some Government enquiries/committees taking many months and even years to consider proposals, (Leveson anyone?) surely if everyone involved sits down and gets on with it a couple of weeks should be sufficient - if they are serious about it! Never mind meeting up once a month/week/whenever. Every day until sorted.
Slightly off topic, there was a science fiction story years ago about an alien overlord who transferred the leaders of warring nations (USA, UK, Russia, Syria, ISIS, Afghanistan, etc come to mind) into a large room with no water or food and told they would not be released until they had settled their differences. Perhaps a bit drastic in this case, but the point being for goodness sake if it is going to be done then get one with it and don't just talk about it!
