Why should bus drivers have to have driving licences? Why should buses have to have MoT certificates? Why should the bus operators have to have third party insurance? Why not let anyone acquire a bus and, regardless of its condition, offer to use it to transport the paying public who will have no recourse to a remedy if things go wrong. Surely trained and qualified bus drivers, safe buses and the certainty that those injured, if the bus crashes, can recover compensation is all indicative of the gloopy, treacly blob that is the 'closed shop' public transport sector. Let Truss stand up and make such a speech when next a bus full of children on a school trip goes off the road resulting in multiple fatalities. But of course she wouldn't. She'd realise that this is arrant nonsense and would be guaranteed to provide her with a fast track out of government and parliament. It's a shame that she didn't reflect in similar fashion before she wrote and delivered the speech reported - because the principle is not materially dissimilar. But it is indicative of the desperate, populist tactics to which members of this 'lame duck' British government so frequently now are forced to resort.
