I think Mr Gauge has forgotten one major flaw here as the Justice Secretary, he is a public servant, prisons if I am correct are PRIVATE, so why is the public secretary sticking his nose into what happens in the private prisons?
The Government sold the public prisons off, just like they did the Railways, but they still want to control those.
Private and public do not mix, unless the Government want to openly admit they are a private entity using public tax payers money
