The trouble with a decision like that is that it is made by a lawyer. Judges with years of training and experience in the law have no idea that to most , even well educated and well read, LIPs the law and procedure is a mysterious minefield.
Why else would it take so long to learn, train and practice to be a solicitor.
As a (well educated and well read) non lawyer I have been involved in two relatively simple County Court cases. I messed up the first one and gave up on the second simply because the rules are almost incomprehensible.
