In 2016, he was unsuitable for transfer to an open prison (allegedly he was still maintaining his innocence), but was suitable for early release a year later? Something is off! ..2

(1) If the TFL were thinking of bringing a Private Prosecution and their view was Worboys should remain in prison whilst this is considered I can understand this, but

(2) Otherwise I could possibly see the relevance in the CPS being added as an interested party if they were going to prosecute old offences (very very wary they should thus be because of the various abuse arguments that could be raised)), but not TFL.

(3) If he was unsuitable for transfer to open prison then again the govt., were invited to raise this as an objection to the Parole Board's decision specifically before they made it. ..
