I fail to see what the problem is with this question. if I (as a cash poor individual - much like the State) was considering doing anything - be it unblocking a toilet, to fixing my car, to representing myself at a county court, before seeking and paying for the services of a professional (plumber; mechanic; lawyer) I would first ask myself if I was capable of doing it myself - thus saving money, why should the state not seek to preserve its limited resources in the same way? Why is this derogatory?
