I don't think the public will really notice anything until they have an accident themselves and realise that the avenues to claim are rather diminished. This will not happen overnight and will take several years before there is a sufficient number of accident victims with little or no recourse for justice. It is just one part of overall fractured and brow beaten legal services for private clients. Conservatives always blame and punish the poorest members of society as they are easy fodder and have little power to fight back. The pendulum will undoubtedly move back to a fairer system one day but not for many years and not within what may remain of legal career.
