This whole system has to be dismantled. The cost to the public of several billion a year is utterly unjustifiable. If people want the state to pay their salaries, they should work for it. Perhaps there should be a government owned public defender service. Why should lawyers get so much public money in pay when compared to say, Teachers?! If you think this is incorrect, take a look at how much firms and barristers receive in payments.
