I assume that "feeling empowered to consistently develop their professional skillset" is a fancy pants way of saying "is able to learn on the job". Why a newly qualified solicitor at a top firm wouldn't want to do that is beyond me. Perhaps if they get 12 months of grunt work doing "due diligence" and checking stuff without any stimulating legal work they may not develop their skills.
