There’s London and the South East and then there’s the rest of England and Wales (with certain limited exceptions in large Metroploitain areas).
What looks good in London doesnt look good elsewhere and vice versa.
If the issue of oversupply is a London issue then closing courts in rural towns isn’t the answer. If there is an abundance of Solicitors in London-that doesnt excuse the creation of deserts elsewhere.
The LAA goal is to introduce tendering. They know that overtime through lack of funding Solicitors will retire and firms will close and then Big Firms will be able to step forward and get what they have argued for and planned for and discussed in secret meetings with MoJ/LAA. This is a long game and the creation of a national, purportedly independent defence service run by Big Firm leaders is the aim.
