It doesn't reduce fraud per se, it reduces the incentive to commit fraud. Arguably it will increase fraud in that the checks and balances will be reduced and the incentive to fight will be reduced. However as insurers are about numbers at the end of the day there will be a net benefit to them regardless. Its a baby & bath water situation though I agree.

However as a non fault accident still increases your premium probably at least by about the same sums in the lowest tariff, then I can see some clever marketing coupled with an easy to complete web form / algorithm meaning that these claims can still be pursued. Just wont be a lawyer doing it initially.
