I agree with these comments.
I see that a lot of insurers have complained that MedCo reports are just tickbox exercises. These proposals don't change that - you'll have the same experts doing the same thing - going through the motions preparing the usual reports without accessing medical notes and records for the princely sum of £180!
How is that going to stop alleged fraudulent claims? If allegedly fraudulent claims are slipping through the net at the medical examination stage, just return to the good old days of solicitors gaining access to notes and records and arranging their own medical examinations with experts who do a proper job.
I can see that a lot more Claimants are now just going to allege that the accident has caused injuries other than just pure whiplash!
