Keen says that they wish to "disincentivise not just fraudulent claims but what I would call unmeritorious claims – very minor and exaggerated claims." If a claim is exaggerated, isn't it also fraudulent?

And while excluding 'very minor claims' sounds sort of OK, it is difficult to see how 'very minor' claims can be coherently and comprehensively defined, so that all will know whether a claim is 'very minor' or not. And since we are all different, each will have a different view of what is 'very minor'. A bus-driver (say) suffering 'very minor' neck injuries so s/he cannot work for 3 weeks is unlikely to have the same view of 'very minor' as a fit youngster who is economically supported by his family and can rest well at home with no economic loss.
