Irrespective of the legal issues this type of fraud has only been enabled by the decision of the Land Registry to open the register to the public.

Whilst this is undoubtedly very useful for many people I would have to question whether that usefulness outweighs the security risks that an open register creates. I'm old enough to have practised in the days before 1990 when the owner's permission had to be obtained to inspect the register, and I can't recall that a closed register ever created any significant problems.

I'd therefore propose that the register be closed to public inspection, at least until some better security measures can be implemented. What do others think?
