This sounds very much like a case of having one's cake and eating it. Claiming specialism in a separate jurisdiction but preserving the right to practice under the jurisdiction where the vast majority of commercial contracts are concluded.
From the ordinary man, woman and child in both countries there is no real appetite for a separate jurisdiction in England and Wales. It is a Welsh Assembly politician's plaything that serves no purpose other than to expand their empire and justify their further existence at tremendous cost to the Welsh and rUK taxpayers.
