The thing that also concerns me here is access for the public and the citizen. It is almost as if the disjunction between local justice and citizen was taken as read. And to blithely suggest one can take a bus is quite frankly insulting.

At what point as a consequence does access to the Courts and the Rule of Law become nugatory and merely a Mission Statement of the Lord Chancellor's Department on paper alone …?
