Actually - and irrespective of any moral obligations - there are sound economic arguments in favour of these payments. (1) Economically inactive people with no source of income cannot buy local goods and services, which tends to lead to a further increase in their numbers and a shrinking economy, and letting people starve to death on the streets tends to lead to mass epidemics as their corpses rot; (2) overseas aid tends to enable the countries concerned to develop their own economies which means their citizens stay home instead of moving elsewhere (such as the UK); (3) collective institutions tend to lead to economies of scale. If post-Brexit the UK has to replace EU institutions with domestic equivalents there will be costs associated.

None of this of course means that the relative administrative provisions may not be capable of improvement.
