I have said it before, but the Land Registry could build up a database of owners ID. It is already doing so to a limited extent with ID 1 forms.
If they insisted on ID for all purchasers then the database would expand rapidly - there are approximately 1 million transactions a year, and a voluntary registration of your ID could also be promoted as an anti fraud measure.
The database should be kept strictly OFF line, and never be accessible by anyone other the Land Registry. When acting for a seller the conveyancer would submit the ID of their client to the Land Registry who could, for a reasonable fee, confirm it matched their records.
