Strictly speaking it was the policy of relevant Governments, enacted in primary legislation debated and passed by Parliament, that opened up the title register , "dematerialized" title certificates, and paved the way for electronic conveyancing. It is the function of Government departments, and non-departmental public bodies etc. like HMLR, to implement Government policy. There were fraudulent applications for replacement title certificates even under the 1925 legislation.
