I can't really add anything useful to the excellent comments already posted save to say that those of us who were in practice at the time foresaw the potential for fraud when it was first planned to abolish Land and Charge certificates and we have sadly been proved right. It is time for the Land Registry to admit that they and everyone else involved are powerless to prevent fraud under the present system and to reintroduce paper certificates. Land Registry fees as a percentage of consideration are not high and if they don't want to bring back paper they could put a levy on the fees to fund a no-fault compensation scheme.
